Accommodation close to Forster Ocean Baths:

When you stand in the water at Forster Ocean baths and look back up to the shore, you can see a row of apartment blocks along North Street, which runs along the back of the beach. The three closest, from left to right are Whitesands, (the yellowish building in my second photo below), Beachpoint, (the left most building in my first photo above), and the Dorsal Boutique Hotel, (the rounded building to the left of centre in my first photo above).
Each of these are less than 100 metres from the ocean baths. All you have to do for your swim is walk across the road. All of these options are within a few hundred metres of the Forster shops. Caravan and camping accommodation for Forster Ocean Baths:

There are several holiday parks in Forster and adjacent Tuncurry. I found three that were all highly rated. Reflections Forster Beach is in an outstanding location, being within walking distance to Forster Ocean Baths and the Forster shops, with the only drawbacks that it does not have a pool and is not pet friendly. Both Smugglers Cove and Twin Dolphins have a pool, including some great little water features for younger kids at Smugglers Cove, and are all within a short drive or bike ride down to Forster Ocean Baths. Smugglers Cove includes a double room with disability access for up to four people.

Where I stayed and how I travelled to Forster Ocean Baths:

When visiting Forster, I stayed overnight in accommodation in Port Macquarie, roughly 110 km to the north, and made the drive down the Pacific Highway to the Forster off ramp as a half-day trip. Lake Macquarie is a large town with all manner of facilities for visitors. There is no real advantage in staying in Port Macquarie rather than Forster, it just happened to be more convenient for me at the time.
